VS2k8 does not come with MVC2 out of the box (it does come with MVC as part of web developer section of the VS installer, which is selected by default). If you don't have ASP.NET MVC already installed in your VS2k8 install, continue on, since the below step should take care of that.
To get MVC2, go to asp.net, click on install and follow along to get the Webplatform installer launched.
Click Customize on Frameworks and Runtimes under Web platfor, select ASP.NET and ASP.NET MVC2, and deselect .NET 4.0, although it shouldn't affect anything. I suppose you can choose to install PHP while in there, but we have no depdendency on it for this stuff.
Make sure "edit and continue" enabled so you can make changes and refresh, without having to restart the web server:
