Enable caching for anonymous users

MindTouch has built in anonymous caching that can be enabled by following these steps:

Go into the Control Panel -> System Settings -> Configuration and set the following values to true:

cache/anonymous-output
cache/pages
cache/services
cache/bans

And add the following config keys and values:

Note: There are other caching available for permissions, users and roles, but this isn't recommend as it could cause confusion and lag if changes to the user or roles occur.
