User pages not being created

User:username pages are automatically created when a user logs in.

From 8.05.2 onwards, the user that is used to create these is defined in a configuration option.  If your admin user, created at installation time, is not named 'sysop' or 'admin', you have to define the value as a configuration setting named security/admin-user-for-impersonation, and set the value to the username.
